Job Description and Duties

Under the direction of a Program and Project Supervisor in the Transportation Fuels Data Collection Unit within the Energy Assessments Division (EAD), the incumbent independently performs at the full journeyperson level varied, complex, technical, and analytical work on the topics of energy generation and use in the petroleum refining industry, including combined heat and power applications.

The incumbent may evaluate petroleum refinery power generation and use in relation to refinery operations and evaluate associated costs to the refineries to support the evaluation of a refining margin and to track performance to a margin cap, if developed by the CEC. The incumbent will work with economists to provide technical expertise on refinery operations. The incumbent will serve as a knowledgeable resource on generation technology, markets, and strategic issues as directed and may also play a primary role in coordination and collaboration with other state, federal, and local agencies, as well as other interested stakeholders and the public.

The EAD assesses California’s electricity, natural gas, petroleum, and transportation systems and trends to provide information to the state’s decision makers and the public. These assessments inform the development, and implementation, of energy policies that balance the need for adequate resources with economic, public health, safety, and environmental goals. The Fuels Analysis Branch has primary responsibility for evaluating fossil fuel related industries in California.

Working Conditions

This position provides hybrid telework opportunities. Beginning July 1, 2025, employees may be required to work in-person four days per week under the Energy Commission's telework policy currently under development as required by Executive Order N-22-25 and current CalHR guidance. CEC will review requests for exemptions on a case-by-case basis, with consideration to operational needs and the benefits of in-person interaction. Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date. Regular and consistent attendance is essential to successful performance. Occasional travel may be required based on the needs of the division.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. An understanding of/experience with electric generation technologies and electricity system operations. 
  2. An understanding of/experience with petroleum refining operations. 
  3. Experience with programing/coding in Python, R, SAS, MATLAB, STATA, VBA or similar programs, and experience with spreadsheet and/or database software, such as Microsoft Excel and Microsoft Access, and data visualization using Tableau or similar programs.
  4. Knowledge of, and experience applying, statistical and research methods, such as linear and multiple regression, time series analysis, and charting and graphing data.
  5. Ability to rapidly learn independently and under direction.
  6. Experience with building, maintaining, and/or using computational models in analysis.
  7. Strong written communication, oral communication, and interpersonal skills.
  8. Ability to work well as part of a team and perform independent tasks that contributed towards a shared goal. 
  9. Familiarity with econometric analysis and forecasting methods.
  10. Ability to work independently on projects with varying priorities toward the production of timely, quality work products.
  11. A demonstrated ability to productively collaborate and exchange ideas with individuals whose analysis may represent difficult conclusions or contrary opinion.
  12. Ability to professionally represent the Division in meetings and/or workshops with other state agencies, utilities, and other stakeholders.
  13. Excellent interpersonal and organizational skills, and at times dealing with competing work priorities and deadlines.
  14. Excellent written and oral communication skills. Ability to effectively communicate with others. Ability to effectively write, review, and edit technical program information. Ability to gather, compile, analyze, interpret and communicate written and numerical research data.
